Abstract: The creation the strategy of development of large socio-economic systems is based on the synthesis of
the foresight methodology with the methodology of cognitive modeling, which opens up a unique opportunity in
the framework of a single program-analytical complex to solve problems of strategic planning and rapid response.
The model problem of innovative development of the recreational sector of the Southern coast of the Crimea is
considered.
