Аннотация: Представлен метод повышения структурной живучести телекоммуникационной сети
путем реконфигурации сети, выполняемой на основе оценки относительного изменения показателей
структурной живучести – величин средневзвешенного максимального потока и средневзвешенного
кратчайшего пути в сети, служащих для формирования средневзвешенной комплексной оценки
относительного изменения показателей структурной живучести. Задача реконфигурации сети
сформулирована как задача линейного программирования.

Аннотация: Выполненные исследования относятся к области проектирования интеллектуальной
надстройки в сетях последующего поколения (NGN) для повышения качества управления
интеллектуальными услугами. Работа посвящена анализу существующих принципов построения
интеллектуальной надстройки, разработке интеллектуальной надстройки с децентрализованным
принципом управления, построению ее аналитической модели и результирующего критерия качества
управления интеллектуальными услугами. Приведены результаты исследований интеллектуальных
надстроек с централизованным и децентрализованным принципами управления, указаны области их
эффективного применения.

PRODUCT QUALITY ANALYSIS USING SUPPORT VECTOR MACHINES

Abstract: This paper presents an exploratory study of the effectiveness of support vector machines in the
prediction of a product quality based on its characteristics. The study answers the following three questions: how
does the choice of kernel and model parameters affect the predictive abilities of support vector machines; can an
alternative subset of variables be unearthed that can be used in order to increase the predictive abilities of the
data mining model; how will the removal of potential outliers affect the predictive abilities of the data mining
model. We used a dataset of red and white wine samples presented by their physiochemical characteristics.
Findings show that a correct selection of kernel and appropriate variable selection technique may have a
significant impact on the prediction ability of the data mining model. Certain model settings can even make it to
outperform the best technique reported thus far in the application area.

Abstract: The BigArM? is an access method for storing and accessing Big Data. It is under
development. In this survey we present its mathematical and informational foundations as well as its
requirements to realization characteristics. Firstly, we outline the needed basic mathematical concepts,
the Names Sets, and hierarchies of named sets aimed to create a specialized model for organization of
information bases called “Multi-Domain Information Model” (MDIM). The “Information Spaces” defined
in the model are kind of strong hierarchies of enumerations (named sets). Further we remember the
main features of hashing and types of hash tables as well as the idea of “Dynamic perfect hashing” and
“Trie”, especially – the “Burst trie”. Hash tables and tries give very good starting point. The main
problem is that they are designed as structures in the main memory which has limited size, especially in
small desktop and laptop computers. To solve this problem, dynamic perfect hashing and burst tries will
be realized as external memory structures in BigArM?.

Abstract: In this article, the combined cascade radial basis network is proposed and a hybrid learning
method is presented, in which the optimal values for network’s parameters are calculated in two stages.
In the first stage, the nonlinear parameters of radial basis functions are optimized and, in the second
stage, the connection weights are optimized.

Abstract: This work presents an approach based on unstructured information retrieving from electronic
documents to design and organize information system functioning. Document processing is based on
semantic indexing and additional meta-information including. Document model allows formalize
intelligent document processing algorithms and integrate documents containing ontological resources.
Semantic indexing is based on multidimensional ontology describing document semantics and
structure. To process documents agent-based approach allowing to resolve task of including business
logic into documents is supposed. A systems built on such principles will be more flexible, intelligent
and adjustable to changing environment. The proposed approach lets to solve a wide range of tasks,
assuming usage of electronic documents at all lifecycle steps, which in turn allows implement
document-oriented paradigm of information system life cycle maintenance.

MOBILE BANKING SECURITY PRACTICES FOR ANDROID USERS

Abstract: The widespread usage of mobile phones and smartphones in particular is related with the
continuous expansion of their functionalities. Mobile banking is an option which gives users the
possibility to perform various banking operations (such as account balance inquiry, account
transactions, payments and other basic services available daily in banks) through a mobile device such
as mobile phone, smartphone or tablet. A key factor for its wider usage is to increase the level of
security, which in turn will increase user’s confidence. In this paper, we investigate which of the security
features for a safer mobile banking are included in 14 mobile antivirus and security applications for
Android OS. In the final assessment are included three additional factors – license, usability and battery
usage. On the other hand, based on the main channels for mobile banking (SMS, mobile websites and
mobile applications) and the fact that the web browser can be a major source of malware applications,
spoofing websites and targeted Trojans, we present how the existence of certain security indicators in
mobile web browsers and their recognition would help the user to avoid security attacks. According to
the results of our study, we can evaluate and select the combination mobile antivirus and security
application - mobile web browser in order to increase user’s confidence in mobile banking.

Abstract: The paper focuses on the midterm and final exams in 180 disciplines based on “Cyber1”
system developed by the authors. For four years, the exams were held at Sh. Rustaveli State University
in the sea-port town of Batumi, Georgia. On the grounds of analyzing the results thereof the authors
developed “Cyber2”. In the publication they speak about the part the test result analysis plays, its preconditions,
tasks, means and solutions. They emphasize significance of visualization, generalization
and statistical approach to the test results. They also describe method of semantic analysis and
algorithms of the questions in the natural language put to a certain section of the database. The
programs are in VB. NET.

Abstract: The evolving Always Best Connected and best Served (ABC&S) communication paradigm is
addressed in this paper. The goal is to propose aspects of a novel vision together with the
consequential strategic requirements and potential solutions for system architectural development.
Subjective and objective aspects of the ABC&S concept from the viewpoints of the various stakeholders
– mobile users, access network providers (ANPs), mobile service providers (xSPs), and mobile device
manufacturers – are delved into. As primarily ABC&S is an end-user’s issue this perspective is given
priority. The importance of context awareness is highlighted and the main context types are identified.

Abstract: Focuses on the ability of physical objects to the issuance of some material substrate
(photons, electrons, etc.), which provides formation of the real reflections of the external world objects
not only in computer's memory, but also in the environment, in all elements of electronically or optical
machines parts. Here proposed the concept of elementary material reflections carriers - static and
dynamic Ixelles. The initial state of Ixelles shape-images of physical prototype objects are considered
as informational substance - the basis of the subsequent formation of information objects hierarchy.

Abstract: For educational organizations offering e-learning, intensive flow of technological innovations
may be considered as both blessing and curse at the same time. On the one hand, many challenging
tasks, such as creation of multimedia content, become easier with new technologies and tools, so elearning
creation, support and delivery is currently affordable in sense of investments and human
resources as a part of common educational practice. On the other, large scale technological changes,
such as transfer to a new platform, require meticulous analysis of potential benefits and drawbacks due
to the need for personnel training, compatibility problems or unexpected development costs.
Introduction of mobile learning as an option for distance learning delivery is a typical example.
Nowadays e-learning services are available globally, so high technical quality and pedagogical
soundness of learning offers are the issue of survival for educational organization. Technology
innovations, as m-learning, cannot be ignored, taking into account wide availability of not only mobile
devices but also mobile applications and services. Smartphone’s and tablets are widely used by the
youth for various forms of communication, including email, Skype and specific apps, for playing games,
or for internet access to news, data and content - browsing/skimming, listening to favorite music or
watching HD video. Therefore, e-learning organizations have no other choice than offer m-learning for
their customers - a learning content in a mobile-accessible mode - as it enhances flexibility, extends
"learning hours" by time spent on commuting, waiting, and unexpected breaks, and thus makes elearning
offer more attractive. Several approaches to introduce m-learning are known, and each of them
has both benefits and drawbacks further discussed in the paper. Thus each organization has to make
its own decision based on short- and long-term analysis of its resources, personnel skills and
qualifications, potential audience, and many other factors. There is no universal method to evaluate all
of them, and related error cost may be significant. Moreover, due to specifics of mobile devices and
environment in which mobile learning takes place, as well as some implementation issues, mobile
mode may be rather an option for e-learning delivery and cover some but not all learning experiences
offered in a course. Therefore, introduction of m-learning should not be costly or time-consuming, and
should not require changes of the established e-learning processes. Considering that m-learning is a
new delivery method, we decide to offer it in a trial mode to evaluate customers' readiness and
preferences and adjust related mechanisms and resources accordingly. Based on the analysis of the
International Journal "Information Technologies & Knowledge" Volume 9, Number 2, 2015 125
approaches and requirements to mobile delivery, we suggest generating of podcasts as a first step in
m-learning implementation. Further, the implementation of podcasts is described and its relevance is
discussed.

Abstract: Methods and mathematical tools for formalization analysis and verification of SoftwareDefined?
Network protocols are suggested in the paper. E-networks apparatus and linear temporal logics
are proposed to be used as mathematical tools for modeling and analysis. These mathematical tools
can be transparently used to analyze critical requirements and properties of Software-Defined? Networks
implementation - OpenFlow? protocol. The suggested methodology is based on the modeling approach
and sequence analysis of changes of OpenFlow? protocol elements states. Apparatus of E-networks
models the element states of SDN implementation. Such approach allows taking into account the
asynchronous nature of complex processes in OpenFlow? protocol and performing stateful inspection.
The use of models of E-network allows analyzing such properties as reachability, boundedness,
liveliness, find loops and deadlock.
The given mathematical method also allows finding difference between specification and designed
networks. The method is based on the verification of temporal logic within the context of relationships of
satisfaction. Using temporal logic formalisms allows to analysis and verify inconsistent of specification’s
requirements. For this purpose formalism was designed that allows checking out the requirements form
different specification versions of OpenFlow? protocol.

Abstract: Generalized mathematical model of the electromagnetic modes of devices with interleaved
core of an arbitrary design with placed windings is created. Algorithm and software implementation of
the model are developed. Practically important normal electromagnetic steady-state modes of reactors’
operation, transient processes occurring at commutation within the winding circuits, non-symmetrical
modes determined by non-symmetry of the supplied circuitry, and phenomena originating due to
magnetic core magnetization are analyzed. Recommendations on electrical processes quality
influencing with different magnetization modes are provided.

Abstract: The paper describes the original device for the examination and control of authenticity of
reflection holograms. The operating principle of the device is based on measuring the parameters of
diffraction gratings constituting the hologram and obtains estimates of its authenticity by comparing
them with the reference values. Measurement of diffraction gratings parameters is based on the ability
of the reflection holograms to decompose the white light into it spectral components. Scanning the

Abstract: The paper deals with possible approaches to the formation of scientific policy and
competitive selection of applications for grants in the State Science Foundation by the methods of multicriteria
selection and group verbal decision analysis. These methods provides for ordering and
classifying objects described by many qualitative characteristics, and are based on the theory of metric
spaces multisets. Examples of the practical application of the proposed approach in the Russian
Foundation for Basic Research and the Russian Humanitarian Foundation are considered.

Abstract: On the ground of relevant literature review the purpose of this paper is to demonstrate
knowledge as power Dialogue strategies and similarities between organization and civilizations.
Knowledge and Solution have many definitions and it is difficult to give a commonly accepted definition
for them. Starting with the ideas of knowledge. Generally speaking, while knowledge is an intellectual
product of the mental activity of human beings concerning mainly the true description of the related
objects or states of affairs, Solution is an intellectual, emotional, volitional and spiritual characteristics of
some human beings in relation not only to the true knowledge of the objects but also to the true
knowledge of the self, and to the valuable words and virtuous actions Knowledge has been a branch of
philosophy since the 17th century; Lefstein, 2010 and epistemology deals with such issues as the
nature and derivation of knowledge, the scope of knowledge, and the reliability of claims to knowledge.
Finally demonstrates the idea of dialogue among civilizations and idea of league of civilizations to
overcome the global financial crises from the arguments given by political leaders as well as great
thinkers of civilizations studies. This study can be helpful for practitioners in refining their way of
thinking about Knowledge.

Abstract: This paper describes the elaborated agent-based model of functioning of economics. We
also include different ways of implementation of main structural components of the model (economic
agents) and methods of their interaction (market mechanisms). The procedures of making production
decisions by agents are being of particular attention to us. The final part of this article presents results
of the computational experiment designed to analyze dynamics of tax revenues depending on the tax
rate value.

Abstract: Neuromuscular disorders term refers to all diseases that affect nerves and muscles.
Amyotrophic Lateral Sclerosis (ALS, also called Lou Gehrig’s disease) is one of the most common
neuromuscular diseases worldwide. Individuals with ALS may suffer from voluntary muscles (legs and
arms muscles) weakness and difficulty in swallowing or breathing. Recently, mobile technology is used
in the health sector to improve the quality of and access to health care. Mobile health applications help
patients to monitor their treatments when it becomes difficult to obtain attention from health workers
regularly.
EMGNeu is a mobile health application that aims to help ALS patients to discover their disease once it
occurs based on EMG signal. That is by focusing on new trends of integrating artificial intelligence
methodologies as support vector machines into mobile telemedicine solutions. EMGNeu doesn't only
help patients to track their neuromuscular conditions but it also helps their physician as well. Physicians
are able to track their patients by receiving alerts when the disease is discovered and sending
recommendations to the patients to help them monitoring their emergency case until they could obtain
medical help.
